Are neighbourhood shops limited to the cities below?
No. VoLoMart is pan-India. These pages are guides. A shop in a city without a page still registers in the app and sets the area it can serve.

What should I look for in neighbourhood shops guides?
The time of day orders happen, and the counters that city actually uses. If the guide would still make sense after you swap the city name, it is the wrong page.
